8 schools problem

A random effects model. Taken from PyStan documentation. The problem appears in A. Gelman et al: Bayesian Data Analysis, section 5.5. It is concerned with an analysis of the effectiveness of classes that were designed to improve students’ performance on the Scholastic Aptitude Test.

In this version, we put uniform priors on tau and eta.
