A cli app to manage arkeup repository

- Authenticate through repository server
- List existing repository

Authentication
$ tarkeup auth -u <username> -p
List repository
$ tarkeup repo list
Refresh existing repository
$ tarkeup repo refresh
Install project based on repository
$ tarkeup repo install <repo name> [path]
